AI vendor landscape in France: who offers what for local authorities and healthcare?

France has many AI platforms hosted in the country, for example with OVHcloud, Scaleway or Outscale, plus solutions for local authorities, AI for medical practices, radiology and care homes, chatbots for citizens and customer service, and Albert, a service run by the state. The vendors differ above all in where the platform and the AI model run, which proofs such as HDS or SecNumCloud they hold and whether prices are public.

What kinds of AI vendors are there in France?

The French market is strongly shaped by sovereignty: many vendors host with French clouds such as OVHcloud, Scaleway, Outscale or NumSpot and use models from Mistral AI. For health data, HDS certification counts; for particularly sensitive public-sector data, SecNumCloud. The vendors fall into six groups:

  • Horizontal platforms: AI for many tasks, often with a choice of many models.
  • Sector solutions for public administration: assistants for local authorities, often with French administrative law as a source.
  • Sector solutions for healthcare: documentation in medical practices, radiology, patient records, care homes.
  • Function tools: chatbots for citizens and customers, customer service, writing assistants.
  • Public in-house solutions: AI services run by the state for its staff.
  • Open source and self-built: interfaces an organisation operates itself.

The tables are sorted alphabetically and are not a ranking. All information comes from the vendors’ websites and from reports, as of 11 October 2026; details and sources are on the linked comparison page.

Are there open-source options to run yourself?

This overview does not list any French open-source interfaces. Widely used are internationally developed interfaces such as Open WebUI and LibreChat. No licence costs means the organisation itself takes care of hardware, model, updates, connections and proofs.

How do you tell the vendors apart?

  • Operating model: cloud service, private cloud or operation within your own organisation? For health data, a host that stores it on behalf of third parties needs HDS certification, see HDS certification.
  • Where the AI model runs: hosting in France may refer to the platform, while requests go to other countries depending on the model chosen. Ask about both.
  • Proofs: HDS, SecNumCloud (see SecNumCloud), ISO 27001, a data processing agreement under the GDPR and the recommendations of the CNIL, the French data protection authority, see GDPR and CNIL.
  • Public prices? Some vendors state prices per person or monthly packages, many only in a quote.

Where does basebox stand?

basebox is a horizontal AI platform from Germany for healthcare and the public sector, with chat, apps, connectors, permissions and logs. In France, the offer is limited:

  • Server only: in France, basebox is available only as a server that your organisation’s own IT operates. Our hardware partner FAST LTA also delivers the server to France; it then stands on the customer’s premises, without an internet connection if required.
  • No cloud until HDS: HDS certification is planned. Until then, neither the cloud nor operation of the server by basebox is available in France.
  • Language: interface and support in German and English, not in French.
  • Proofs: ISO 27001 certified; documents on /sicherheit.

If you need a French interface, hosting in France or a cloud with HDS, you will find that today with the vendors above.

Frequently asked questions

Does basebox offer its platform in France?

Yes, but only the server that your organisation's own IT operates. Certification as a health data host (HDS) is planned; until then, neither the cloud nor operation of the server by basebox is available in France. Our hardware partner FAST LTA also delivers the server to France. The interface and support are available in German and English, not in French.

How up to date is this overview?

The research reflects the state of 11 October 2026. The information comes from the vendors' websites, press releases and reports; details and sources are on each comparison page. Check the current state with the vendor before making a decision.

What do HDS and SecNumCloud mean?

HDS is the certification for hosts of health data under the French Public Health Code; anyone hosting health data on behalf of third parties needs it. SecNumCloud is a qualification issued by ANSSI, the French national cybersecurity agency, for cloud services with high security requirements. Details are in the guides on HDS and SecNumCloud.

Can French ministries use Albert?

Albert API and L'Assistant are run by DINUM, the French interministerial digital directorate, for staff of the state administration. For municipalities and hospitals, it is not a product that can be bought.
